摘　　要：政治文化一般被认为是解释政治现象和民主形态的重要概念。然而,政治文化研究虽然立足于实证主义和解析主义视角对民主问题作出解释,但并没有厘清自身与政治制度之间的关系。本文试图结合上述两种建构进路,在赋予政治文化独立地位的同时,主张一种非程序性的基于文化规范的民主化思考。在具体层面上,本文的重点在于进一步区分出自由民主与人民民主之间不同的文化解释路径,并借此构建全过程人民民主所具有的文化内涵的一般性框架。与自由民主模糊的解释路径不同,从合法共识、道德反思和人民性等三个前提出发,可以为全过程人民民主隐喻的规范价值提供政治文化层面上的清晰辩护。从政治文化考察民主实践,是理解具有独特优势的全过程人民民主的重要维度。Political culture is generally considered as an important concept to explain political phenomena and democratic forms.However,although the study of political culture explains the democratic issues based on the positivism and interpretinism’s perspective,it does not clarify the relationship between itself and the political system.This paper tries to combine the above two construction approaches,and advocate a non-procedural democratization thinking based on cultural norms while giving political culture an independent status.At the specific level,the focus of this paper is to further distinguish the different cultural interpretation paths between liberal democracy and people’s democracy,and to construct a general framework of the cultural connotation of the whole-process people’s democracy.In contrast to the vague interpretive path of liberal democracy,the three premises of legitimate consensus,moral reflection and people’s nature can provide a clear defense of the normative value implied by the whole-process people’s democracy at the political-cultural level.Examining democratic practice from political culture will be an important dimension to understand the whole-process people’s democracy with unique advantages.
