摘　　要：高端人才是实现创新驱动发展战略的关键资源,而“双创”平台则为高端人才创新创业提供了最佳“舞台”。以公共价值为实践导向,能够为积极推进中国高端人才创新创业服务的供给侧结构性改革提供优选路径。“双创”服务供给结构失衡的矛盾不仅表现在平台的组织和技术能力两个方面,而且在政策环境和市场环境方面也存在脱节与滞后的结构性短板。要有效补齐“能力支撑错位”和“环境支持不足”等制度短板,须借鉴三螺旋理论,坚持“人才驱动”理念,建立“人才链-创新链-产业链-资金链-政策链”五链融合的非线性多元协同模式,不断完善“双创”平台体制机制。High-end talent is the key resource for realizing the innovation-driven development strategy, and the “mass entrepreneurship and Innovation” platform provides the best “stage” for high-end talent to innovate and start their own businesses. Taking public value as the practice orientation can provide an optimal path for actively promoting the supply-side structural reform of China’s high-end talent innovation and entrepreneurship service. The imbalance in the service supply structure of “mass entrepreneurship and innovation” is not only reflected in the organizational and technical capabilities of the platforms, but also in the structural weakness of disjointed and lagging policy environment and market environment. To effectively supplement the “ability to support the dislocation” and “insufficient environmental support” and so on the system board, lessons must be drawn from three screw theory, adhere to the “talent driven” idea, set up “talent chain-chain-capital chain-policy innovation chain chain” five nonlinear multivariate collaborative mode of chain integration, and improve the mechanism of “double gen” platform system.
