摘　　要：日本的原住民族阿伊努人的命运,近几百年来始终深受日本政府相继制定的几部法律的左右和影响。从《北海道旧土人保护法》(1899)、经《阿伊努文化振兴法》(1997)到《阿伊努民族支援法》(2019),追寻经由这些立法而确立的日本阿伊努民族政策的轨迹,不难发现围绕着阿伊努人的生存现状与社会文化环境确实是发生了巨大的变迁。通过对最新制定的《阿伊努民族支援法》的出台背景、立法过程、立法目的、基本理念和主要内容等的仔细分析,进一步探讨经该法所确立的、日本民族政策的最新举措与动态及其意义。The fate of the Ainu,the indigenous people in Japan,has been deeply influenced by several laws enacted by the Japanese government in recent centuries.From the Act on the Protection of Hokkaido Aboriginals(1899),to the Act on Ainu Culture Protection(1997)and to the Support for Ainu Act(2019),tracing the path of Japan’s Ainu ethnic policy established through legislation,it is not difficult to find that the social and cultural environment surrounding the Ainu people has indeed changed greatly.Through a careful analysis of the background,legislative process,legislative purpose,basic idea and main content of the newly enacted Support for Ainu Act,this paper further discusses the latest measures,dynamics and significance of Japan’s ethnic policy established by this law.
