摘 要:应急管理部成立以来,在“全灾种、大应急”的新时代背景下,国家综合性消防救援队伍面临着抗大震、防大灾的要求。本文从如何快速响应、承担急难险重的救援任务,特别是深层次埋压人员的搜救任务和能力提升与发展面临的重要课题,以及国内外地震救援队伍能力建设现状、发展趋势和能力需求入手,重点阐述了综合性消防救援队伍地震专业救援能力的现状、存在的问题和短板,并就如何提升队伍能力,提出了初步建议。Since the establishment of Ministry of Emergency Management, China Fire and Rescue is expected to prevent and fight against severe disasters such as earthquake under the new era of “Comprehensive Disaster Rescue and Response”. This paper focuses on how to quickly respond to and undertake urgent, difficult and dangerous rescue tasks, especially tasks of rescuing people buried deeply, and the paper also studies the issues of ability improvement and development. What’s more, based on the analysis of construction, development trend and ability demand of earthquake rescue teams at home and abroad, the paper expounds the current situation, problems and shortcomings of China Fire and Rescue and proposes suggestions on how to promote team construction.
