农户参与国有林场合作经营森林模式选择的影响研究——基于三明林票制度下福建省沙县区调查数据的实证分析

摘　　要：农户与国有林场合作开展森林经营,对于当前实施乡村振兴战略和国有林场实现森林面积和蓄积双增长目标具有重大现实意义。文章采用福建省沙县区526份农户样本数据,选取12个变量构建无序多分类Logit模型,分别对影响农户参与国有林场合作造林和合作经营现有林两种三明林票合作模式意愿选择的因素进行实证分析。研究结果表明,样本区域农户参与林票合作的意愿较高,占比达82.9%。其中,选择参与合作造林、合作经营现有林的农户占比分别为50.4%和32.5%。农户选择林票合作造林模型结果表明,相对于农户自主经营,年龄、受教育程度、劳动力人数、林业技术、林地规模、林地质量对农户选择合作造林具有负向显著影响;资金难度、销售难度、林地块数对农户选择合作造林具有正向显著影响;林业收入占比、是否有政策扶持、合作风险对农户合作造林选择无显著影响。农户选择林票合作现有林模型结果显示,相对于农户自主经营,除了劳动力人数、林业收入占比具有显著正向影响,林地规模影响不显著和合作风险部分类别有显著负向影响外,其他因素影响程度和方向与农户选择林票合作造林模型结果相同。研究认为,林票合作收益分配比例应充分考虑农户林地立地质量因素的影响;政府应加大对参与林票各方的政策扶持,尤其要强化对国有林场的支持力度,积极推进林票市场化交易进程;强化对林票合作风险的监管,推进建立风险隔离制度,保障林票合作可持续发展。Farmers cooperate with state forest farm to manage forest is realistically significant to implement rural revitalization strategy and realize double growth of forest area and stock volume of state forest farm.On the basis of theoretical analysis,the paper adopted 526copies of farmers samples of Fujian Shaxian district,selected 12 corresponding variants to build random multi-class Logit econometric model to make empirical analysis to factors affecting farmer’s willingness of selecting two kinds of forest ticket partnership under the system of Sanming forest ticket,namely,state forest farm and partnership cooperation of existing forests.The results indicate that farmer’s willingness of participating in forest ticket in sample area is high,accouting for about 82.9%,of which farmer’s proportion of participating in cooperating afforestation and cooperating operation of existing forests are 50.4%and 32.5%respectively.Farmer’s selecting the model of forest ticket to jointly operate forests shows that there are a string of factors that affect farmer’s selection of cooperating afforestation negatively compared with farmer’s autonomous operation,such as age,education background,labor quantity,forestry technique,woodland scale,and woodland quality.Capital difficulty,sales difficulty and woodland amounts are obviously conducive for farmer’s selecting joint operation of afforestation;forestry revenue proportion,policy supports and cooperation risks are irrelevant to farmer’s selecting joint operation of afforestation.Compared with autonomous operation,farmer’s selecting forest ticket to jointly operate existing forests indicates that other factors’influential degree and direction are same as the model of farmer’s selecting forest ticket to jointly cooperate afforestation,except obviously positive factors of labor quantity and forestry revenue proportion,irrelevant woodland scale and obviously negative factors of partial types of cooperation risks.The study holds that forest ticket cooperation income allo
