摘　　要：国家直接与分散的农民打交道,不仅治理成本高而且效率低,将农民组织起来可以达到事半功倍的效果。当前,农民职业分化、经济分化及利益诉求差异化加剧,文化生活需求成为他们为数不多的利益联结点。调查发现,农村基层组织在充分了解和尊重农民文化偏好的基础上,通过组织动员、兴趣动员、农民主体性动员等方式,调动村民参与文化活动的积极性和主动性,实现了基层文化供给与农民需求的有效衔接。基于共同文化需求将农民组织起来,既满足了农民的精神文化需求,还促进了乡村社会整合和农民的再组织化,降低了基层治理成本,推动着基层的有效治理。It is not only costly but also inefficient for the state to deal directly with dispersed farmers.Organizing farmers to address this dilemma,however,can achieve twice the result with half the effort.At present,farmers’differentiation is intensifying in occupation,income,and interest demands,but the demand for cultural life has become one of their inadequate common pursuits.It is found that basic-level organizations in the rural areas can mobilize farmers’positive emotions to participate in cultural activities through various meaningful methods,meeting farmers’needs for culture effectively.In doing so,it not only meets the spiritual and cultural needs of farmers but also promotes the integration of rural society and the reorganization of farmers,reduces the cost of basic-level governance,and promotes effective governance at the basic level.
