官方发展援助与海外日裔社会发展--以日本国际协力机构项目实践为中心

摘　　要：论文基于日本外务省及国际协力机构相关文献资料,梳理日本海外移民援助机构的历史演进和对外援助项目的变化特征,进而揭示日本如何将移民政策与外交政策有机结合,以官方发展援助方式促进海外日裔社会发展的实践经验。作为日本外务省下属的独立行政法人,日本国际协力机构在这方面扮演了重要角色。鉴于海外日裔社会的新变化以及日本对拉美外交战略的调整,该机构有关海外移民援助的政策理念、重点工作、项目实践等都有所变化,经历了从“支持”到“合作”的转变。21世纪以来,该机构主要围绕培训研修、志愿服务、经济技术合作以及医疗卫生等领域展开移民援助实践,相关项目积极推动了当地日本移民及日裔社会发展,也强化了日本与相关国家的关系。This paper looks into the evolution of the Japan International Cooperation Agency(JICA),an incorporated agency under the Japanese Ministry of Foreign Affairs.The JICA has been responsible for delivering Official Development Assistance(ODA)programs as well as the development of overseas Japanese communities(Nikkei),hence has played an important role in implementing Japan’s foreign policies.With overseas Japanese communities evolving and the Japanese Government adjusting strategies on Latin America since the early 2000s,the JICA has transformed itself from an international aid provider into a Japanese collaborator to other countries,offering vocational training,volunteer services and cooperation in developments of economy,technology and public health.Such a change has not only made Nikkei communities thrive,but also enhanced Japan’s international relations.
