适应电力市场化改革的煤电联营发展对策

摘　　要：电力市场化改革开启了由“计划电、市场煤”转向“市场电、市场煤”的进程,发电企业直接参与到市场主体竞争,传统经营方式面临重塑。基于电力市场化改革不断推进、新能源快速发展和实现“双碳”目标等新形势,分析了煤电企业面临的经营风险和挑战,阐述了发展煤电联营的显著优势,认为,发展煤电联营能够提高煤电企业市场竞争能力,对缓解煤电企业经营压力、保障煤炭供应安全、确保电力安全具有重要意义。从加快适应市场化改革进程、做好新建项目规划、协同发展煤电联营和可再生能源项目、升级存量煤电联营项目、推动完善容量补偿和财税倾斜支持政策等方面,提出新形势下煤电联营的相关发展对策。The reform of electricity marketization has started the changing process from"planned electricity,market coal"to"market electricity,market coal".Power generation enterprises directly participate in the competition of market players,and the traditional business mode is facing remodeling.On the basis of the new situations such as the continuous promotion of electricity marketization reform,the rapid development of new energy and the realization of the carbon peak and carbon neutrality goals,this paper analyzes the business risks and challenges faced by coal power enterprises,and expounds the remarkable advantages of developing coal and electricity production joint venture.It is believed that the development of coal and electricity production joint venture can improve the market competitiveness of coal power enterprises,and is of great significance to ease the operating pressure of coal power enterprises,ensure the safety of coal supply and electricity safety.Relevant development countermeasures for coal and electricity production joint venture in the new situation are put forward from the aspects of accelerating the process of adapting to marketization reform,planning new projects,coordinating the coal and electricity production joint venture and the renewable energy projects,upgrading existing coal and electricity production joint venture projects,promoting and improving capacity compensation and fiscal and tax preferential support policies.
