摘　　要：PPP模式,即政府和社会资本合作,是一种较为新型的项目运作模式,它以减轻政府方财政负担等优势成为了目前融资模式的主流之一。本文站在社会资本方的角度,通过文献综述法和专家调查法分别进行了初次和二次风险识别,筛选出基于社会资本方的20个风险因素。接着采用层次分析法,构建层次分析结构图,以专家打分为依据,确定风险权重,再采用模糊综合评价法计算出风险评价结果,最后再基于风险评价结果制定社会资本方的风险应对措施。PPP model is a relatively new project operation model,which has become one of the mainstream financing models with the advantages of reducing the financial burden of the government.From the perspective of social capital,this paper conducts the initial and secondary risk identification through literature review and expert survey,and selects 20 risk factors based on social capital.Then,the analytic hierarchy process is adopted to construct the analytic hierarchy process structure chart.Based on expert scoring,the risk weight is determined.Then,the fuzzy comprehensive evaluation method is used to calculate the risk evaluation results.Finally,the risk response measures of the social capital party are formulated based on the risk evaluation results.
