摘　　要：总体国家安全观是新时代指导我国国家安全建设、维护国家安全的根本遵循。基于政党中心主义的分析范式,我国国家安全事业离不开中国共产党集中统一领导,维护国家安全首先要确保党的执政安全,这是维护我国国家安全和政治安全的根本政治保证;政治安全既是国家安全的根本,也是确保中国共产党执政安全的核心;确保党执政安全和国家政治安全的根本目的是维护以人民安全为核心要义的国家安全。做好新时代的国家安全工作,要坚持以总体国家安全观为指导,深刻理解和系统分析党的执政安全、政治安全和国家安全的深刻内涵以及三者间的逻辑关系,扎实推进国家安全体系和能力现代化建设。Pursuing a holistic approach to national security is the fundamental guideline for China ’s national security in the new era. Based on the analysis paradigm of party centralism, China ’s national security is inseparable from the centralized and unified leadership of the Communist Party of China. To maintain national security, the Party ’s ruling security must be ensured first, which is the fundamental political guarantee for China ’s national and political security. Political security is not only the foundation of national security, but also the core of ensuring the ruling security of the Party. The ultimate purpose of ensuring the Party ’s ruling security and national political security is to safeguard national security that puts a priority on people ’s security. To carry out the national security work well in the new era, a holistic approach to national security must be followed as a guideline for better understanding and analyzing the spirit and relationships between the Party ’s ruling security, political security and national security, and steadily promote the modernization of the building of the national security system and capabilities.
