农村“时间银行”互助养老困境及其价值实现路径--基于“结构-行动”分析框架的探索

摘　　要：基于“结构-行动”分析框架,结合重庆A区“积分互助”养老案例发现,结构功能失衡与个体消极行动共同型构了“时间银行”互助养老困境,具体表现在:不恰当的组织结构安排滋生机会主义,放大层级分割负面效应;运作框架及其规则供给无法发挥社会交换和有效行动构成功能,抑制福利生产与福利价值输出;结构转型引发社区空间结构性变化并弱化了行动者“时间银行”互助养老价值生产动力,而行为动机和身份认同的缺失以及参与者行动的例行化进一步抑制个体主观能动性与集体价值创造,使“时间银行”互助养老实践沦为形式化与工具化。因此,应从厘清多元主体权责关系,健全制度化实施机制,设计可持续生产工具,培育行动者内生动力等方面入手,来优化“时间银行”互助养老工作,促进“时间银行”互助养老福利生产与价值实现。By the investigation of“time bank”mutual-aid for the aged in A District in Chongqing and the construction of a“structure-action”analysis framework,this article found that the dilemma is the result of structural function imbalance and individual negative action.Specifically,organizational structure,operational framework and its rule supply can not play their due function,but breed opportunistic behavior,and inhibit social exchange and effective welfare production action of“time bank”mutual assistance pension,and structural changes in the community space weaken the production power of the actor's“time bank”mutual-aid pension value,while the lack of action motivation and identity and the participant's routine behavior inhibit individual subjective initiative and collective value creation.To realize the value of“time bank”mutual-aid for the aged,it is vital to clarify the relationship between rights and responsibilities of various actors,construct the institutional implementation mechanism,design sustainable production tools,and cultivate the endogenous impetus for actors.
