摘　　要：随着我国医疗卫生体制改革的推进,分级诊疗制度已经得到逐步落实,并且取得一定成效。但目前仍然存在亟待解决的问题,其中以上下级转诊不畅问题尤为突出,在一定程度上阻碍了双向转诊的实施。为了优化邵阳市卫生资源配置,方便人民就医,在邵阳市中心医院及对口支援医院之间进行了双向转诊模式的研究,为理顺院级转诊机制,探索推动上下级医疗卫生机构无障碍转诊的道路建立提供参考。With the advancement of China’s medical and health system reform,the hierarchical diagnosis and treatment system has been gradually implemented and achieved certain results.However,there are still some problems to be solved,especially the two-way referral,which hinders the implementation of the two-way referral to a certain extent.In order to optimize the allocation of health resources in Shaoyang and facilitate people’s medical treatment,a two-way referral mode was studied between Shaoyang Central Hospital and the counterpart hospitals,which provided reference for rationalizing the hospital level referral mechanism and exploring the path to promote the establishment of barrier free referral of upper and lower medical and health institutions.
