摘　　要：随着国内预付费消费模式的迅速发展,预付费资金的安全、监管等问题受到社会的关注。预付费资金监管平台主要解决消费者的预付费资金独立安全以银行为依托的问题,从消费者的资金支出、商户的资金划拨及监管账户的资金沉淀等各环节进行实时闭环的资金监管,保障预付费资金的独立安全,使预付资金独立于消费者和商户双方,从源头上防范商户“跑路”,保障双方的权利和义务。With the rapid development of domestic prepaid consumption mode,the safety and supervision of prepaid funds have received social attention.The prepaid funds supervision platform mainly solves the independent safety of consumers’prepaid funds.Based on the bank,it carries out real-time closed-loop funds supervision from various aspects such as consumers’funds expenditure,merchants’funds transfer and funds deposited in the supervised account,so as to guarantee the independent safety of prepaid funds and make the prepaid funds independent from both consumers and merchants,preventing merchants from“running away”at the source.The prepaid funds are independent of both consumers and merchants,preventing merchants from running away at source and safeguarding the rights and obligations of both parties.
