摘　　要：近年来粮食安全问题受到广泛关注,高标准农田建设是巩固和提升粮食产能、保障国家粮食安全的关键举措。党的十八大以来,我国大规模推进高标准农田建设,政策体系逐步完善,管理体制不断健全,高标准农田建设取得了历史性成就,逐步转向“建改并重、高效管用”的提质升级阶段。但对照新时代农业强国建设和高质量发展的要求,推动我国高标准农田提质升级仍然面临任务目标与实际需求不相适应、任务倒挂与资金需求不相适应、协同力弱与管理需求不相适应、系统监管与智慧需求不相适应、重建轻管与利用需求不相适应的实践困境,要从顶层设计、资金渠道、管理体制、科技赋能和长效化管护五个方面协同推进,以夯实粮食安全根基。In recent years,the issue of food security has attracted extensive attention.The construction of high standard farmland is a key measure to consolidate and improve food production capacity and ensure national food security.Since the 18th National Congress of the Communist Party of China,China has promoted the construction of high standard farmland on a large scale,gradually improved the policy system,and constantly perfected the management system.The construction of high standard farmland has made historic achievements,and gradually turned to the upgrading stage of“equal emphasis on construction and reform,efficiency and usefulness”.However,compared with the requirements of building a powerful agricultural country and high-quality development in the new era,to promote the improvement and upgrading of China’s high standard farmland still faces the practical dilemma:the task objectives do not adapt to the actual needs,the task inversion does not adapt to the capital needs,the weak synergy does not adapt to the management needs,the system supervision does not adapt to the needs of intelligence,and the reconstruction of light management does not adapt to the use needs.We should work together to consolidate the foundation of food security from the following five aspects:top-level design,funding channels,management system,technology empowerment and long-term management and protection.
