福州市结核病防治机构人力资源现况调查及配置评价

摘　　要：目的:了解福州市结核病防治机构人力资源现况以及配置的公平性。方法:设计调查表,统计并分析2021年福州市结核病防治机构人力资源配置数据。结果:2021年,福州市结核病防治机构共有结核病防治人员223人,其中30~45岁124人(55.6%)、初级职称140人(62.8%);县(区)级结核病防治机构中共有结核病防治人员214人,其中有161人为兼职(72.2%);福州市结核病防治人员人均服务人口为3.43万人,人均服务患者为11.75人,人均服务面积为53.35km^(2);按照辖区服务人口、人均管理患者数和人均服务面积分布的基尼系数分别为0.29、0.30和0.48。结论:福州市结核病防治机构人力资源在服务人口、管理患者数方面配置的公平性优于按服务面积配置的公平性,存在高级职称人才缺乏、结核病防治队伍不稳定等问题。OBJECTIVE In order to understand the current situation of human resources of integrated prevention and control institutions in Fuzhou and the equity of human resources allocation.METHODS Design a questionnaire of TB prevention and control institutions in Fuzho in 2021,collect the data to analyze the human resources allocation of TB prevention and control institutions in Fuzhou.RESULTS In Fuzhou,there were 223 staff in TB control institutions,124(55.6%)were 30~45 years old,and 140(62.8%)had junior professional titles.There were 214 staff in integrated TB control institutions at district and county levels,161(72.2%)were part-time workers.In Fuzhou,there were 34300 people served by TB administrators per capita,53.35 km~2 per capita,and11.75 TB patients per capita.The Gini coefficients of the service population,the number of tuberculosis patients and the service area of the managers of tuberculosis prevention and control institutions in Fuzhou are 0.29,0.30 and 0.48,respectively.CONCLUSION The allocation of human resources in Fuzhou TB control institutions is relatively fair in the service population,relatively reasonable in the management of the number of TB patients,but unreasonable in the service area,at the same time,there are still some problems such as the lack of qualified personnel with high professional titles,the instability of TB prevention team.
