摘　　要：目的:了解新冠肺炎疫情发生前后北京市通州区基层医疗卫生机构应急防控人员状况,为不同时期基层卫生应急人才队伍建设提供依据。方法:收集2015年、2021年北京市通州区基层医疗卫生机构应急防控人员相关资料,并进行描述性流行病学分析。结果:2021年北京市通州区基层医疗卫生机构职工总人数2431人,应急防控人员894人(36.77%),各社区卫生服务中心应急防控人员占比差异有统计学意义(χ^(2)=1102.877,P<0.05)。2021年应急防控人员数量较2015年增加25.21%;机构参与应急处置事件数量较2015年增加12.59%,其中聚集性疫情和突发公共卫生事件增多。结论:建议充实基层卫生应急防控队伍,完善人力资源分配制度,更好地完成基层应急防控工作。OBJECTIVE To analyze the emergency prevention and control personnel in primary health care institutions before and after the outbreak of COVID-19,to provide basis for the construction of emergency team in primary health care institutions during different periods.METHODS The personnel information of emergency prevention and control team in primary health care institutions in 2015 and 2021 was analyzed by using the method of epidemiological description.RESULTS There were 2431 employees in primary health care institutions in Tongzhou district,Beijing in 2021,including 894 emergency prevention and control personnel(36.77%).There was significant difference in the proportion of emergency prevention and control personnel in different primary health care institutions(χ^(2)=1102.877,P<0.05).The number of emergency prevention and control personnel in 2021 increased by 25.21%comparing with that in 2015.The number of emergency response events increased by 12.59%in primary health care institutions comparing with that in 2015,and the number of cluster outbreak events and public health emergencies events both increased.CONCLUSION To expand the personnel of prevention and control team in primary health care institutions,improve the human resource allocation system,and to better complete the emergency prevention and control work.
