摘　　要：在数字时代,互联网平台企业作为信息技术开发和应用的创新主体角色逐渐凸显,深刻影响了政府的治理模式。在新冠肺炎疫情发生以来的“数字抗疫”中,政府高度重视互联网平台企业这一新型治理主体,不仅实现了政企合作治理,而且在技术组织耦合的推动下重构了治理生态体系,推动了政府治理变革,产生了一种新型的治理模式——平台型治理。平台型治理除了传统意义上的政府“一网统管”的数字化平台,还具有两个方面的重要内涵:一是在“数字抗疫”应用场景不断延伸的驱动下,平时分散的数据开始大规模集聚,政府、企业以及政府各部门、各层级依托信息交换平台打破数据共享的政企区隔和政府内部条块分割,形成数据共享“制序”;二是政府、企业等各方治理主体在“数字抗疫”的特殊情境下紧密合作,建构合作治理“生态体系”,这个体系构成了应对治理挑战和数字化治理应用场景不断延伸的合作平台。未来,需要进一步巩固和完善平台型治理中所生成的“制序”和“生态体系”,以实现政府治理体系的数字化转型。In the digital age,the role of Internet platform enterprises as the main body of innovation in the development and application of information technology has gradually become prominent,which has profoundly influenced the government’s governance model.In the"digitalized battle against COVID-19"since the outbreak of the COVID-19 pandemic,the government has highly valued the Internet platform enterprises,a new type of governing subject,not only realizing the cooperative governance between governments and enterprises,but also reconstructing the governance ecosystem promoted by technical organization coupling,promoting the reform of government governance,creating a new type of governance model—the platformbased governance.The platform-based governance has two important aspects of connotations in addition to the traditional digital platform of"single-platform management"by the government:First,driven by the constantly extending scenarios of the"digitalized battle against COVID-19",the data that are usually scattered have begun to be gathered on a large scale.Governments,enterprises,various government departments and levels rely on the information exchange platform to eliminate the government-enterprise division and the division within the government in data sharing,forming a data sharing"system and order".Second,in the special context of"digitalized battle against COVID-19",governments and enterprises work together to build a cooperative governance"ecosystem",which constitutes a cooperation platform for governance challenges and extending scenarios of digitalized governance.In the future,it is necessary to consolidate and improve the"system and order"and the"ecosystem"generated in the platform-based governance in order to realize the digital transformation of the government governance system.
