摘　　要：科层组织扩张是一种普遍存在的现象,在中国实践中,表现为政府组织规模的横向扩大与内部结构的纵向拓展,对这一现象的分析要回归组织运行的制度与文化土壤。中国的政府组织是科层制与干部制兼具的复合型组织,科层制属性决定了组织运作的技术性目标,干部制属性决定了组织的政治性功能,组织的扩张可以从“技术-政治”维度进行解释:它具有技术性意义——为国家治理提供组织支撑、为干部激励提供晋升资源;它具有政治性功能——为国家建设集聚资源、构建体制认同并发挥功绩回馈作用。组织的双重属性在不同的国家治理背景中进行调适融合,以促进国家治理效率的实现。The expansion of bureaucratic organizations is a common phenomenon.In China’s practice,the expansion involves both the horizontal expansion of the scale and the vertical expansion of the internal structure in government organizations.The analysis of this phenomenon should be conducted in the institutional and cultural soil for the organization’s operation.China’ s government organizations are compound organizations with both the bureaucratic system and the cadre system.The attribute of the bureaucratic system determines the technical goals of the organization’ s operation,and the attribute of the cadre system determines the political function of the organization.The organizational expansion can be illustrated from a "technical-political" dimension:It has technical significance—providing organizational support for national governance and providing resources for cadre incentives;it has political functions—pooling resources for national construction,building institutional identity,and giving performance feedback.The dual attributes of the organization are adjusted and integrated in different national governance to promote the efficiency in national governance.
