摘　　要：国际海底管理局(以下简称“管理局”)是根据《联合国海洋法公约》成立的管理国际海底区域活动的组织。其职责之一包括通过对发展中国家人员进行培训,助力国家深海知识和技术等方面的能力建设,培训发展中国家人员,使之有机会接受先进的深海科学知识和技术,以促进和鼓励发展中国家参与国际海底区域内的活动,推动深海科学技术的发展。本文对管理局设立的三个核心能力建设计划进行简述,重点总结我国参与管理局能力建设的形式、内容及所做贡献,结合海管局能力建设现状,探讨与展望我国未来相关工作的努力方向。The International Seabed Authority(ISA),is an organization established in accordance with the United Nations Convention on the Law of the Sea and related regulations to manage activities in the international seabed area(the Area).One of its responsibilities is to contribute to national capacity-building,such as deep-sea knowledge and technology through the training of personnel from developing States,and to provide personnel from developing States with access to advanced deep-sea scientific knowledge and technology,to promote and encourage the participation of developing States in activities in the Area and to promote their development of deep-sea scientific technology.This paper gives a brief introduction of the three core capacity-building programmes implemented by ISA,focusing on the forms,contents and contributions of China,aiming at giving some suggestions to the related work of China in the future.
