摘　　要：杨凌农业高新技术产业示范区是我国批准建设的第一家农业高新技术产业示范区,主要目的是服务西北干旱半干旱地区农业科技创新和示范引领全国农业现代化发展,对全国农业高新技术产业示范区创建具有重要的示范与指导意义。20年来,杨凌农高区的发展经历了四个阶段,在管理体制机制改革、农业科创资源集聚、农业创新主体培育等方面取得了显著成效,但还存在高层次人才引育留困难、企业主体创新能力有待提高、辐射带动作用有待进一步增强等问题。通过系统梳理杨凌农高区24年的发展历程和取得的成就,总结了其发展的四大经验,分析了现阶段存在的主要问题,对我国国家农高区未来的建设从强化科技创新支撑、构建现代乡村产业体系、促进农民持续增收、深化农业供给侧改革、推进农业高水平对外开放、加强园区监测评价六方面提出政策建议。Yangling Agricultural Hi-tech Industries Demonstration Zone is the first agricultural hi-tech industries demonstration zone approved for construction in China.Its main purpose is to serve the agricultural scientific and technological innovation in the arid and semiarid areas of Northwest China, demonstrate and lead the development of national agricultural modernization.It has important demonstration and guiding significance for the establishment of national agricultural hi-tech industry demonstration zone.Over the past 24 years, the development of Yangling Agricultural Hi-tech Industries Demonstration Zone has experienced four stages, and remarkable achievements have been made in the reform of management system and mechanism, the agglomeration of agricultural science and innovation resources, and the cultivation of agricultural innovation subjects.However, there are still some problems, such as difficulties in attracting, cultivating and retaining high-level talents, the innovation ability of enterprise subjects needs to be improved, and the radiation driving role needs to be further strengthened.This paper systematically combs the development process and achievements of Yangling Agricultural Hi-tech Industries Demonstration Zone in the past 24 years, summarizes the four major experiences of its development, analyzes the main problems existing at this stage, and puts forward policy suggestions on the future construction of China’s national agricultural hi-tech industries demonstration zones from six aspects: strengthening the support of scientific and technological innovation, building a modern rural industrial system, promoting the continuous increase of farmers’ income, deepening the reform of agricultural supply side, propelling the high-level opening-up of agriculture and strengthening the monitoring and evaluation of the zones.
