摘　　要：信息传播媒介的演变历史与国家政治理念的发展逻辑之间存在辩证关系,在信息能力到信息权力、信息主权的历史迭变中,人们可以厘清信息时代政治哲学问题的独特范式。在近代中国,政治宣传品的信息理念比重超过信息时效比重,逐渐成为新民主主义革命时代的核心信息媒介。中国共产党凭借政治宣传品展开的历史性信息治理实践,强化了意识形态的政治纪律,塑造了跨科层制的政治伦理,明确了全过程人民民主的政治文化。在当下,通过共同体意识确保信息自由与信息管控秩序之间的动态平衡,完成从政治场景驱动到社会共识驱动的信息治理能力模式转换,有助于推动中国国家治理能力的现代化进程。There is a dialectical relationship between the evolution history of information media and the development logic of national political ideas.In the constant historical changes from information capacity to information power and information sovereignty,people can clarify the unique paradigm of political philosophy problems in the information age.In modern China,the proportion of information ideas in political publicity materials outweighs that of information timeliness,and gradually becomes the core information media in the era of new democratic revolution.The historical information governance practice carried out by the Communist Party of China with the help of political publicity materials has strengthened the political discipline of ideology,shaped the cross bureaucratic political ethics,and clarified the political culture of whole-process people’s democracy.At present,we should ensure the dynamic balance between information freedom and information control order through the sense of community for the Chinese nation,and complete the transformation of political-scenario-driven information governance capacity model into the social-consensus-driven one,which helps promote the modernization process of China’s national governance capacity.
