摘　　要：本文运用非参数化的非径向距离函数测度2000—2019年中国30个省(自治区、直辖市)的二氧化碳影子价格和投入要素替代弹性,并基于公平、效率和可持续性原则,建立碳排放权空间分配模型,探索符合中国实际的初始碳排放权分配方案。研究发现,二氧化碳影子价格总体呈上涨趋势,但分散程度进一步加大;二氧化碳影子价格具有明显的地区差异,二氧化碳影子价格平均值及其加权平均值进一步验证了经济发展水平、碳排放和二氧化碳影子价格的相关性;能源和资本、能源和劳动力之间存在替代关系,且地区差异明显,此外,整体来看,与资本相比,劳动力对能源的替代性更强;兼顾公平、效率和可持续性原则的综合分配方案更为科学合理,既能最大限度地实现减排成本最小化,又能保障经济发展活力,促进地区经济协调发展。This paper uses non-parametric non-radial distance function to measure the shadow price of carbon dioxide and the substitution elasticity of input factors in 30 provinces and municipalities(autonomous regions) in China from2000 to 2019,and based on the principles of fairness,efficiency and sustainability,the spatial allocation model of carbon emission rights is established,and the initial carbon emission right allocation scheme in line with China’s actual situation is explored.The study found that the overall price of carbon dioxide shadow showed an upward trend,but the degree of dispersion was further increased;Carbon dioxide shadow prices have obvious regional heterogeneity,and the average value of carbon dioxide shadow prices and their weighted averages further verifies the correlation between economic development level,carbon emissions and carbon dioxide shadow prices;There is an alternative relationship between energy and capital,energy and labor,and there is obvious regional heterogeneity,in addition,on the whole,labor is more alternative to energy than capital;The comprehensive distribution plan that takes into account the principles of fairness,efficiency and sustainability is more scientific and reasonable,which can not only minimize the cost of emission reduction to the greatest extent,but also ensure the vitality of economic development and promote the coordinated development of the regional economy.
