摘 要:本文对南京市固定污染源非甲烷总烃在线监测系统(NMHC-CEMS)开展调查及分类,针对南京市挥发性有机物(VOCs)排放重点监管企业名录进行梳理,按区域和行业统计了解南京市NMHC-CEMS现状。其间开展南京市NMHC-CEMS抽样调查研究,从现场调查、比对监测和排放监测三个方面进行分析,归纳重点问题,提出可行建议。最后,从强化分工、规范制度、以案释法、专项监测四个方面提出南京市NMHC-CEMS管理对策,为有效监管企业排污夯实基础。This paper investigates and classifies nonmethane hydrocarbons continuous emission monitoring system (NMHC-CEMS) of fixed pollution sources in Nanjing City,combs the list of key volatile organic compounds (VOCs) emission supervision enterprises in Nanjing City,and understands the current situation of NMHC-CEMS in Nanjing City according to regional and industrial statistics.During this period,the NMHC-CEMS sampling survey study of Nanjing City is carried out,the analysis is carried out from three aspects of on-site investigation,comparison monitoring and emission monitoring,so as to summarize key problems and put forward feasible suggestions.Finally,the management countermeasures of NMHC-CEMS in Nanjing City are proposed from four aspects,namely strengthening the division of labor,standardizing the system,interpreting the law by case and special monitoring,so as to lay a solid foundation for effective supervision ofenterprise pollution.
