论融合视野下的铁道警务行政执法效能优化

摘　　要：铁道警务行政执法担负着保障铁路运输安全与人民生命财产安全的重要使命。与地方公安机关相比,其在执法活动的组织形态、执法依据的扩容方向、执法原则的价值导向、执法流程再造等方面还有提升空间。应遵循执法活动法治化、专业化、规范化的基本原理,顺应法治政府建设及民生警务需求,提高“融合警务”认知,借助地方公安机关警务资源优势,从改善执法环境、增能执法主体、创新执法机制、扩容执法权限依据、加强执法保障、优化执法流程等方面进行警务流程现代化再造,推进“路地”公安机关联合、融合、聚合,激发“大交通”警务对社会治理现代化的效能,实现铁路警务执法效能整体提升。Railway police administrative law enforcement is responsible for ensuring the safety of railway transport and the safety of people’s lives and property. Compared with local public security organs, there is still room for improvement in the organizational form of its law enforcement activities, the expansion direction of law enforcement bases, the value orientation of law enforcement principles as well as the reengineering of law enforcement processes. It should follow the basic principles of legalization, professionalism and standardization of law enforcement activities, comply with the needs of the construction of a rule of low government and policing for people’s livelihood, improve the awareness of ’integrated policing’, as well as take advantage of the policing resources of local public security organs to modernize police process from the following aspects: improving law enforcement environment, increasing capacity of law enforcement subjects, innovating law enforcement mechanisms, expanding the bases of law enforcement authority, strengthening law enforcement protection as well as optimizing law enforcement processes. In this way, we can promote the union, integration and aggregation of the public security organs of "railway and local", stimulate the efficiency of "great traffic" policing in the modernization of social governance, so as to achieve overall improvement of the efficiency of railway police law enforcement.
