民办社会工作机构嵌入城乡社区后的多维图景及未来走向——以J省S市社区服务社会化实践为例

摘　　要：通过政府购买服务的方式委托民办社会工作服务机构嵌入社区开展服务已经成为专业社会工作嵌入城乡社区的主要途径。值得关注的是,即使是精心设计的社会政策,在现实场域内落地执行的过程中,也有可能由于相关主体各自能力和相互之间关系的多样性而呈现出复杂的多维图景,最终导致无法实现(或无法在短期内实现)理想的结果。以J省S市社区服务社会化项目的具体实践为例,详述村(居)委会和社会工作机构之间不同“关系”和“能力”在现实中可能产生的不同行动结果,揭示村(居)委会和社会工作机构双方的“关系”和“能力”是影响政府购买社会工作服务效果的重要因素,并指出应着重通过重塑社区村(居)委会定位,且为其赋权增能,以及为社会工作机构赋权增能并促进其健康发展等来深入推进城乡社区治理现代化进程。It has become the main way for professional social work to be embedded in urban and rural communities by entrusting non-governmental social work service organizations to carry out services through government purchase.However,it is worth noting that even the well-designed social policies may present a complex multidimensional picture due to the diversity of related subjects’respective capabilities and relationships in the implementation process in the real field,which ultimately leads to the failure to achieve the ideal results,or fail to achieve the ideal results in a short period of time.Taking the concrete practice of community service socialization project in S City,J Province as an example for empirical analysis,this paper expounds the possible different action results of different“relations”and“capabilities”between village or neighborhood committees and social work service organizations in reality,and reveals that the“relations”and“capabilities”between village or neighborhood committees and social work service organizations are important factors affecting the effect of government purchasing social work services.It is pointed out that the modernization of urban and rural community governance should be further promoted by reconstructing the position of village or neighborhood committees and empowering them,and by empowering social work service organizations and promoting their healthy development.
