公共卫生应急视角下医疗卫生设施建设提升策略——以龙岩市为例

摘　　要：合理的医疗卫生设施配置是战“疫”最关键的保障。我国当前大多城市医疗卫生设施规划建设仅着眼于“平时状态”,如何引入应对突发公共卫生事件的“应急状态”措施,仍需探讨。从龙岩市疫情防控经验出发,分析探讨龙岩市中心城区在医疗卫生设施规划建设中,获得的经验与存在的问题,并基于此,从理念提升、规划引导、配置完善、设计优化、实施保障五个方面,提出相应的优化提升策略。Reasonable allocation of medical and health facilities is the most critical guarantee to the fight against the epidemic,which is of great significance.At present,the planning and construction of medical and health facilities in most cities in China only focus on daily state,while how to introduce effective measures to deal with the emergencies still has a long way to go.Based on the epidemic prevention and control experience of Longyan city,this paper summarizes the experience gained from the past,analyzes the existing problems in the planning and construction of medical and health facilities in the central urban area of Longyan City,then puts forward corresponding optimization and promotion strategies from five aspects,including concept promotion,planning guidance,configuration improvement,design optimization as well as implementation guarantee.
