摘　　要：英国城市利物浦以2008年“欧洲文化之都”建设为契机,依靠清晰的主题目标,连贯翔实的实施计划,创新的管理模式和多方公众参与实现了物质与非物质发展平衡的城市文化再生。“东亚文化之都”温州可以借鉴“利物浦经验”实现城市品牌进化、地方文化保护和传承以及深化跨境文化交流,推动城市发展转型升级。Taking the construction of the“European Capital of Culture”as an opportunity in 2008,Liverpool,a British city,has achieved a balanced urban cultural regeneration of material and immaterial development through clear thematic goals,coherent and detailed implementation plans,innovative management models and multi-party public participation.Wenzhou,the“Cultural Capital of East Asia”city,can learn from the“Liverpool experience”to realize the evolution of urban brands,the protection and inheritance of local culture,and deepen cross-border cultural exchanges to promote urban development,transformation and upgrading.
