民族互嵌社区:中华民族共同体建设的社会治理路径

摘　　要：民族互嵌是中国各族人民交往、交流、交融历史进程的现代呈现与改革开放四十年人口普遍跨区域流动的现实表征。民族互嵌社区在承担一般社区的社会治理功能的同时,因其公共属性和居民族属的多元结构,决定了在铸牢中华民族共同体意识为主线的新时代国家治理中,承载着中华民族共同体建设的特有内涵与社会治理功能。在“两个一百年”交汇的新时代,全面推进的民族互嵌式社区建设,通过以社区为单元供给为社区各族居民共建共享的公共产品、社区文化、公共生活推动并扩大了社区的共同性,并全面融入国家富强、民族振兴、人民幸福的中华民族伟大复兴征程之中。民族互嵌社区以尊重差异、共同团结奋斗、共同繁荣发展、共同富裕为取向,以各族居民共建共享社会主义现代化为目标,成为铸牢中华民族共同体意识推进中华民族共同体建设的有效社会治理路径。The ethnic inter-embedding is a modern presentation of the process of the history of exchanges, communications, and integration of the people of all ethnic groups in China and a realistic representation of the general cross-regional flow of population in the past four decades of reform and opening up.While undertaking the function of social governance of common communities, the integrated community for all ethnic groups, because of its public attributes and the diverse ethnic structure of the residents, determines that in the new era of state governance with the main line of consolidating the sense of community for the Chinese nation, the very integrated community carries the unique connotation and social governance function of the construction of a community for the Chinese nation.In the new era of “the Two Centenary Goals” intersection, the comprehensive promotion of the construction of integrated community for all ethnic groups can be achieved by promoting and expanding the commonality of the very communities with the community as a unit to supply the residents of all ethnic groups in the community public goods, community culture, public life which are commonly built and shared by all;and this should be comprehensively integrated into the great rejuvenation of the Chinese nation of the state’s prosperity, national revitalization and the people’s happiness.The integrated community for all ethnic groups is oriented towards respecting differences, common unity and striving, common thriving and development, and common prosperity.It should also target at building and sharing socialist modernization among the residents of all ethnic groups, and become an effective social governance path to consolidate the sense of a community for the Chinese nation so as to promote the construction of a community for the Chinese nation.
