元治理视域下档案治理主体协同策略研究

摘　　要：在国家治理体系和治理能力现代化目标提出后,档案管理逐步向档案治理转变。相较于档案管理,档案治理强调主体的多元化、手段的多样与过程的互动。从主体的多元化角度来看,当前档案治理体系中主体数量不断增加,但实际工作中并未产生明显的协同效应,形成合力。本文以政府的定位为核心,引入元治理理论,构建理念、主体与制度三个维度的理论分析框架。通过理论指导与政策文本分析,提出了兼顾理念与实操的档案治理主体协同对策,包括转变理念是前提、合理定位是关键、制度规范是保障,以期在各主体共同参与协作下,构建安全高效、内涵丰富的现代化档案治理体系。After the modernization of national governance system and governance capacity was proposed,archives management has gradually changed to archives governance.Compared with archives management,archives governance emphasizes the diversity of subjects,the diversity of means and the interaction of processes.From the perspective of the diversification of subjects,the number of subjects in the current archives governance system is increasing,but there is no obvious synergy effect in actual work.Taking the positioning of the government as the core,this paper introduces the metagovernance theory and constructs a theoretical analysis framework of three dimensions concept,subject and institution.Through theoretical guidance and policy text analysis,a coordinated countermeasure for the main body of archival governance that takes into account both concept and practice is proposed,including changing the concept is the premise,reasonable positioning is the key,and institutional norms are the guarantee.With the joint participation and cooperation of all subjects,a safe,efficient and rich modern archival governance system will be built.
