摘　　要：日本在中日邦交正常化之初的对华“和平友好”政策随国际环境而变,冷战结束后日本北方安全问题得以缓和,《中日和平友好条约》中涉及的安全问题和共同安全利益的重要度下降,历史、台湾、东海及钓鱼岛问题在中日关系中凸显。日本尽管一直强调中日关系事关地区和平稳定发展,但常常从自身利益出发违背中日四个政治文件的原则精神。中日关系中所涉及的安全利益、政治利益和价值观利益冲突是一种客观存在,但这并不能成为日本频频违反中日四个政治文件原则精神的借口。未来日本对华政策能否坚持中日四个政治文件的原则精神、贯彻落实中日乃至地区“共同利益”,将成为维护、发展中日关系的关键所在。Japan’s"peace and friendship"policy toward China has changed with the changing of international environment and has deviated from that at the beginning of the normalization of diplomatic relations between the two countries.By the end of the Cold War,the security issues in northern Japan have been eased;the security issues and common security interests concerned in the"China-Japan Treaty of Peace and Friendship"has become less important.However,historical issues such as Taiwan,the East China Sea,and the Diaoyu Islands issues are becoming prominent.Although having always claimed that China-Japan relations decide regional peace and stable development,Japan often violates the principles of the four political documents of China-Japan relations for the sake of its interests.The conflicts on security,politics,and values between China and Japan have always been prominent,but that cannot be an excuse for Japan to frequently challenge the spirit of the principles of the four political documents.In the future,whether Japan can adhere to the spirit of the principles of the four political documents in its policy toward China and implement the"common interests"of China and Japan and of the region will become the key to safeguarding and promoting China-Japan relations.
