城乡居民基本养老保险筹资问题--以江苏省连云港市为例

摘　　要：基金筹集是城乡居民基本养老保险制度建立的关键。近年来,随着经济的快速发展,连云港市城乡居民基本养老保险的参保人数、基金收入、待遇水平都呈现不断提高的趋势,政府对养老保险的重视程度也越来越大。但与此同时,连云港市城乡居民基本养老保险基金筹集出现了许多问题,主要表现为缴费群体对个人缴费档次存在认识误区、政府对基金的监管存在漏洞、相关政策宣传不到位。针对这些问题,提出相应的完善对策,即完善个人缴费激励政策、强化基金监管制度、加大政策宣传力度。Fund raising is the key to the establishment of the basic endowment insurance system for urban and rural residents.In recent years,with the rapid development of economy,the number of participants,fund income and treatment level of the basic endowment insurance for urban and rural residents in Lianyungang City show a trend of continuous improvement,and the government attaches more and more importance to the endowment insurance.But at the same time,there are many problems in the raising of basic endowment insurance fund for urban and rural residents in Lianyungang city,including the misunderstanding of individual payment level among the payment groups,loopholes in the government's supervision of the fund,and insufficient publicity of relevant policies.In view of these problems,the corresponding countermeasures are to perfect the individual contribution incentive policy,strengthen the fund supervision system,and increase the propaganda of policy.
