摘　　要：鉴于电力设施保护工作面临管控效率不高、手段不足、外力破坏事件频发等问题,从瑞士奶酪理论出发,对现有的电力设施保护管控策略进行分析,提出针对性防范和改进措施,主张将有限的管控资源投入到系统管控的关键节点以达到现实条件下的最佳状态。As for the problems of low management and control efficiency,inadequate means,and frequent reoccurrence of external-force-caused damages,etc.in the protection of power facilities,analyses are conducted,from the perspective of Swiss cheese theory,on the current protection and control strategies for power facilities,and the corresponding preventive measures are put forward to input the limited control resources in the key segments of system control so as to achieve the best state in practice.
