中欧班列海关监管通关的理论分析和实践创新

摘　　要：中欧班列近年来快速发展,业务范围不断扩大。中欧班列在运输路线、组织、工具、规则等方面有鲜明特点,由此构建一个分析模型,包含正反两方面、五个条件、十三个因素。其中,货源多样性、贸易安全、起抵耗时、换装耗时、合规成本五个因素与海关职能高度相关,形成了海关监管通关的作用机制和基本模式。针对中欧班列的短板问题以及创新需求,对应提出海关监管通关实践创新的建议:优化简化海关监管模式,改革创新适铁通关模式,推动信息化建设和科技设备应用,促进沿线国家海关信息互换和通关合作。In recent years,China Railway Express(CR Express)have developed rapidly and their business scope has been expanding.CR Express has distinctive characteristics in terms of transportation routes,organization,tools,rules,etc.An analysis model is built,including positive and negative aspects,five conditions and thirteen factors.Among them,five related factors,namely,diversity of goods sources,trade security,time consumed from departure to arrival,time consumed for reloading and compliance cost,are highly related to the customs functions,forming the functional mechanism and basic mode of customs control and clearance.In view of the practical problems and innovative needs of CR Express,this paper puts forward suggestions on the practical innovation of customs control and clearance:to optimize and simplify the customs control mode,to reform and innovate the customs clearance mode suitable for railway transport,to strengthen the application of IT and high-tech equipment,and to promote the exchange of customs information and customs clearance cooperation between countries along the line.
