摘 要:中国与塞内加尔渔业合作历史久,且塞内加尔渔业资源丰富,具有较大的开发潜力,但在合作过程中仍面临很多挑战,为厘清合作过程中各风险因素对中-塞过洋性渔业合作的影响层级,本研究通过整理文献、专题调研,专家评估归纳出影响中-塞过洋性渔业合作的主要风险因素,利用模糊综合评判法对中-塞过洋性渔业合作风险因素进行评价研究,得出结果:中-塞过洋性渔业合作风险评价为中等与较高之间,故要加强过洋性渔业合作的风险规避;各风险因素对两国过洋性渔业合作的影响程度排序为:渔业资源与渔场状况>政治局势>外交关系>入渔政策法规>中-塞金融环境和资本实力>管理合作方式>塞内加尔社会发展>水产品贸易>水产品市场竞争>劳动者素质>渔业生产与配套技术。本研究引用模糊综合评判法对中-塞过洋性渔业合作进行风险层级评价,为两国渔业合作健康、有序发展,风险防范提供了参考。Trans-oceanic fishery cooperation refers to overseas investment activities in the exclusive economic zone of other countries to carry out fishery production activities. The fishery cooperation between China and Senegal has a long history, and Senegal is rich in fishery resources and still has great potential for development, but there are inevitably challenges in the process of cooperation. Therefore, this study is to clarify the risk factors in the process of cooperation. Through sorting out literature and special research, experts assess and summarize the main risk factors affecting China Senegal trans-oceanic fishery cooperation, the Fuzzy comprehensive evaluation method is used to evaluate the risk factors of China Senegal trans-oceanic fishery cooperation. The results are as follows: the risk assessment of China-Senegal oceanic fishery cooperation is between medium and high, so it is necessary to strengthen the risk avoidance of oceanic fishery cooperation;the order of the impact of each risk factor on the two countries’ oceanic fishery cooperation is as follows: Fishery resources and conditions of fishing grounds > Political situation > Diplomatic relations > Fishing policies and regulations > China-Senegal financial environment and capital strength > Management cooperation > Senegalese social development > Aquatic product trade > Aquatic product market competition > Quality of labor > Fishery production and supporting technical level. This study uses the Fuzzy comprehensive evaluation method to evaluate the risk level of China-Senegal oceanic fishery cooperation, which provides a reference for the healthy and orderly development of fishery cooperation between the two countries and risk prevention.
