基于ANP模型的工业高质量发展水平评价体系研究--以安徽省为例

摘　　要：工业高质量发展是后工业社会的内在要求,对其评价体系进行研究有利于我们科学找出影响工业高质量发展水平的关键因素并提出提升路径。首先构建了创新驱动、结构优化、质量效益、产融结合和绿色发展等5个维度共20个指标的工业高质量发展水平评价指标体系,同时建立了ANP(网络层次分析法)评价模型,运用SD软件计算出各指标的权重,结果显示:高技术制造业产业增加值增速、战略性新兴产业产值增速、生产性服务业就业人数占总服务业就业人数比例、工业企业发明专利申请数、技术市场成交额、工业新产品销售收入比、工业企业开发新产品经费支出等指标,对工业高质量发展水平有较大影响。High-quality development of industry is the inherent requirement of post-industrial society.The re-search on its evaluation system is helpful for us to find out the key factors affecting the high-quality development of industry and put forward the improvement path.Firstly,the paper constructs an evaluation index system of in-dustrial high-quality development with 20 indexes from five dimensions:innovation driven,structure optimiza-tion,quality benefit,combination of industry and finance and green development.At the same time,the ANP(network analytic hierarchy process)evaluation model is established and the weight of each index is calculated by using SD software.The results show the following factors have a greater impact on the high-quality development of industry those are the growth rate of high-tech manufacturing industries’added value and the growth rate of strategic emerging industries’output value,the proportion of productive employment number in total employ-ment number of service sector,the number of invention patent applications of industrial enterprises,the turnover of technology market,the ratio of sales revenue of new industrial products and the expenditure of industrial en-terprises on developing new products and etc..
