摘　　要：习近平总书记在中共中央政治局第三十八次集体学习时强调,应加强新时代条件下资本理论研究,特别是,在社会主义制度下如何规范和引导资本健康发展,是新时代马克思主义政治经济学必须研究解决的重大理论和实践问题。“防止资本无序扩张”也被写入《中共中央关于党的百年奋斗重大成就和历史经验的决议》。根据集体学习和决议精神,亟需在马克思主义政治经济学的指导下,站在政治经济学思想史的高度,结合中国特色社会主义经济实践,学习习近平经济思想,研究引导资本健康发展、防止资本无序扩张的总体方法。经过研究可以得出,引导资本健康发展的五个层次,即:认识资本、区分资本、利用资本、治理资本、驾驭资本。具体来说:辩证认识资本的特性,包括资本的逐利性、连续性与中断性、无序扩张性、脱实向虚性;科学区分资本的不同形态;健全事前事中事后相衔接的全链条治理资本的体系;全面提高党领导经济工作、引导资本健康发展的能力。At the 38th collective study of the Political Bureau of the CPC Central Committee, General Secretary Xi Jinping stressed that it is necessary to strengthen the research of capital theory under the new era, especially how to regulate and guide the healthy development of capital under the socialist system, which is a major theoretical and practical problem that Marxist political economics must study and solve in the new era. “Preventing the disorderly expansion of capital” was also included in the Resolution of the CPC Central Committee on the Major Achievements and Historical Experience of the Party’s Centennial Struggle. According to the spirit of collective study and resolution, it is urgent to study Xi Jinping’s economic thought and study the general methods to guide the healthy development of capital and prevent the disorderly expansion of capital under the guidance of Marxist political economy, from the height of the history of political economy and in combination with the economic practice of socialism with Chinese characteristics. Through the research, we can conclude that there are five levels to guide the healthy development of capital, namely: understanding capital, distinguishing capital, utilizing capital, governing capital and controlling capital. Specifically, we should dialectically understand the characteristics of capital, including the pursuit of profits, continuity and interruption, disorderly expansion, and separation from reality to emptiness, scientifically distinguish different forms of capital, improve the whole chain governance capital system that links up before, during and after the event, comprehensively improve the party’s ability to lead economic work and guide the healthy development of capital.
