China’s Regional Policy: Review and Prospect

摘　　要：站在两个百年目标的历史交汇点,面对发展阶段和国内外环境变化的新形势、新任务,认真回顾和总结过去几十年来我国区域政策与发展格局的演变过程,不仅有助于深化对中国发展经验的理解,也有助于客观把握区域政策的成效、问题与挑战,进一步明确完善区域政策的方向和重点。本文在明确界定区域政策和区域协调发展概念的基础上,系统梳理和总结我国区域政策基本内容、演变过程及实施效果,分析了面向未来促进区域协调发展需要深入思考和正确把握的几个问题,并建议从进一步加强全国统一市场建设、促进区域间基本公共服务均等化、加大对中西部地区基础设施的投资支持力度和加强对各类问题区域的支持等4个方面对区域政策进行优化改进。While China is standing at the historical intersection of the Two Centenary Goals and facing both new situation and tasks arising from changes in the development stage and the domestic and international environment,a systematic review and summary of the evolution of China’s regional policy and development patterns over the past decades is not only conducive to deeper understanding of China’s development experience,but also facilitates an objective grasp of the effects,problems and challenges of regional policy so as to further clarify and refine its direction and focus.On the basis of a clear definition of regional policy and the concept of coordinated regional development,this article systematically compares and summarizes the basic contents,evolutionary process and implementation effects of China’s regional policy,and analyses several issues that require to be considered in depth and correctly grasped in order to promote coordinated regional development in the future.It is recommended that regional policy should be optimized and refined in four aspects,including further strengthening the development of a unified domestic market,promoting equalization of basic public services between regions,increasing investment support for infrastructure in central and western regions,and providing more support for various problem regions.
