贵州省浅层地热能可持续发展问题及对策研究

摘　　要：目前贵州省进入发展的新时期、关键期,国务院明确支持贵州在新时代西部大开发上闯新路。而能源是发展的基础,目前正大力推进清洁新能源的开发利用。贵州省拥有储量丰富、清洁低碳的浅层地热能资源,开发价值极大;但是还存在资源勘查开发评价程度低、监督管理体制不完善、市场机制缺位及财税金融支持力度低等问题,不利于浅层地热能的可持续开发利用和发展。为此,贵州省应从加强资源勘查评价,提高开发利用效率、培育和孵化专业人才,提高科学技术水平、加强顶层设计,完善监督管理体系、拓宽投融资渠道,扩大市场主体以及提高社会认知程度等方面加强和完善对浅层地热能资源的开发利用和管理,促进浅层地热能可持续发展。最终助力促进贵州能源结构绿色低碳转型,贯彻落实国家“碳达峰、碳中和”目标,建设贵州西部大开发综合改革示范区、生态文明建设先行区等战略发展区。At present,Guizhou province has entered a new and critical period of development.The State Council has clearly supported Guizhou to break through the new road in the western development of the new era.Energy is the foundation of development,and is now vigorously promoting the development and utilization of clean new energy.Guizhou province has abundant,clean and low-carbon shallow geothermal energy resources,which are of great development value.However,there are still some problems,such as low evaluation degree of resource exploration and development,imperfect supervision and management system,lack of market mechanism and low level of fiscal,tax and financial support,which are not conducive to the sustainable development and utilization of shallow geothermal energy.Therefore,Guizhou should strengthen resource exploration and evaluation,improve the efficiency of the development and utilization,cultivation and incubation professionals,improve the level of science and technology,strengthen the top-level design,perfect the supervision and management system,broaden the financing channels,expand the market main body and improve the social cognition and so on to strengthen and improve the utilization and management of shallow geothermal energy resources,promote sustainable development of shallow geothermal energy.Ultimately,it will help promote the green and low-carbon transformation of Guizhou's energy structure,implement the national goal of"carbon peak and carbon neutral",and build strategic development zones such as the comprehensive reform demonstration zone for western Guizhou development and the pilot zone for ecological civilization construction.
