摘　　要：成渝地区作为我国经济发展的新增长极,当地的国际多式联运架构不断完善,同时新冠疫情肆虐全球,我国对外贸易却逆势增长,我国海关的挑战不断增加。多式联运作为现代物流运转的高效方式,在我国对外贸易通道中发挥着越来越重要的作用。本文运用调查法、文献研究法、案例研究法等,通过研究成渝地区多式联运海关监管的成效及问题,分析其产生问题的原因,并据此提出通过建立健全相关法律制度、完善多式联运发展的配套政策、推动建立多式联运监管体系、深化跨关区海关合作的措施,改善成渝地区的海关多式联运监管工作,从而以海关的角度促进成渝地区经济稳定、贸易增长、物流畅通,促进国内国际双循环的步伐在成渝地区加快行进。As a new growth point of China’s economic development,the Chengdu-Chongqing region has been improving the structure of international intermodality.The COVID-19 pandemic is ravaging the world.China’s foreign trade is growing against the trend,and the challenges of China’s customs are increasing.Intermodality,as an efficient way of modern logistics,is playing an increasingly important role in China’s foreign trade.Using the methods of surveys,literature research and case studies,this paper analyzes the effectiveness and problems of customs supervision of intermodality in the Chengdu-Chongqing region,as well as the causes of the problems and accordingly proposes measures to improve customs supervision of intermodality in Chengdu-Chongqing region by establishing and improving relevant legal systems and regulations,perfecting supporting policies for the development of intermodality,promoting the establishment of supervision systems for intermodality and deepening cross-customs cooperation,to promote economic stability,trade growth and smooth logistics in the Chengdu-Chongqing region in terms of customs,and to accelerate the pace of domestic and international circulation in the Chengdu-Chongqing region.
