摘　　要：以“数字冷战”为转折,全球媒介的属性、格局与观念正成为地缘政治博弈的焦点。基于社会-技术复合体的媒介定位,论文将互联网纳入到世界体系的结构与周期中,从而将“数字冷战”置于连贯的帝国传播结构中理解。在历史性语境中,互联网地缘政治亦指涉以主体间性为中介、重构互联网媒介的实践行动。为了跟踪并阐释全球格局过渡期中守成霸权所采用的认知、意义与行动,论文以特朗普政府的互联网政策话语与行动为研究对象,诠释其地缘政治逻辑:即,在优越主义心理与政策偏好总体不变的情况下,问题化互联网自由框架,确立网络安全框架,从而形成一种伺机重塑的行动架构。拜登执政后,互联网物质空间以及互联网媒介叙事依然将是大国战略较量的焦点。For many observers,the United States’strategic move to contain China’s technological rise marks a beginning of the so-called Digital Cold War.Rather than ask w hether such rivalry w ill lead to a new Cold War,this paper instead seeks a theoretical explanation for w hy and how the geopolitics of the internet has become a central driver of the ongoing global pow er shift.By conceptualizing the internet as a sociotechnical system and,then,contextualizing cyber-geopolitics from a w orld-system and capitalist business-cycle perspective,this paper further contends:The global power shift,as an ensemble of historical processes,would unfold through geopolitical words,action,and interaction,increasingly centered around the internet as a dominant medium for global and public communication.To illustrate the agentic power responsible for cyber-geopolitics in action and manifested through words,deeds,and interactions,it then offers a case study of the Trump administration’s internet policy discourse and explicates a new cybersecurity framework substituting the well-known internet freedom framework.Looking forward,the narrative about the internet,along with its material structure,will be a focus of the geopolitical struggle.
