摘　　要：事实无人抚养儿童社会工作服务是社会服务机构在政府购买服务项目背景下深入家庭而开展的,注重链接多方资源,旨在构建集个体成长、家庭支持、社区关爱、社会助力于一体的综合性服务体系。在政府购买服务情境下,事实无人抚养儿童社会工作服务面临如何科学合理地匹配需求和提供服务,如何实现项目资源的有效链接与整合,以及如何确保对事实无人抚养儿童服务的长期追踪等困难。导致这些困难的原因是,在提升项目成效的总体要求下,项目人、财、物等资源条件有限与事实无人抚养儿童的“地广人稀”且服务需求个性化之间存在矛盾。项目式个案管理是在政府购买服务项目的整个流程之中嵌入个案管理,这既可以借助个案管理的优势,又可以发挥项目运作的特长,为走出事实无人抚养儿童社会工作服务的困境并推动服务发展与转型提供了可能性。Social work service for de facto unattended children goes deep into families in the context of the government purchase service program.It focuses on linking multiple resources and aims to build a comprehensive intervention system integrating individual growth,family support,community care,and social support.There are three dilemmas in the social work service for de facto unattended children,including how to scientifically match needs and services contents,how to effectively link and integrate program resources,and how to promote longterm tracking.The reason is that there is a contradiction between the limited resources of the program,such as human resources,financial resources,and material resources,and the fact that a few de facto unattended children are distributed in a vast area.Program-based case management is case management embedded in the whole process of the government purchase service program.It not only takes advantage of case management,but also gives play to the strengths of social work services programs for de facto unattended children.
