摘 要:近年来,基于文化旅游融合所构建的文化旅游产业链,既得益于我国旅游市场规模的驱动,也得益于长期以来政府政策体系支持。因此,开展我国文化旅游产业链优化升级研究意义重大。在新发展格局背景下,基于产业组织及产业链理论,分析多元融合、“五链”协同、要素提升、“三新”加速在文化旅游产业链优化升级中的逻辑关系;并以陕西省西安市为例,总结传统文化旅游产业链优化升级经验:深掘文化内涵激活全产业链、塑造文旅头部集成商构筑竞争力、“三新”撬动文旅商深度融合、跨界整合与布局优化空间链;提出我国文化旅游产业链优化升级重要路径:以政府引领、头部企业为主体构建企业链生态、以文旅商多元融合为目标促进价值链攀升、以要素整合满足顾客需求为方略推进供需链优化、以体制机制创新为突破打造空间链布局新优势、以区块链赋能文旅产业为契机助力技术链升级。In recent years,the cultural tourism industry chain based on the integration of culture and tourism has benefited from both the drive of China’s tourism market scale and the long-term support of government policy system.Therefore,it is of great significance to carry out the research on the optimization and upgrading of China’s cultural tourism industry chain.Under the background of the new development pattern,based on the theory of industrial organization and industrial chain,the logical relationship between multiple integration,"five chains"synergy,element enhancement,and"three new"acceleration in the optimization and upgrading of the cultural tourism industry chain is analyzed;taking Xi’an city of Shanxi Province as an example,the paper summarizes the experience in the optimization and upgrading of the traditional cultural tourism industry chain:deeply explore the cultural connotation to activate the whole industrial chain,shape the cultural and tourism head integrators to build competitiveness,"three new"leverages the space chain of in-depth integration of culture,tourism and business,cross-border integration and layout optimization.The paper puts forward an important path for the optimization and upgrading of China’s cultural tourism industry chain:build an enterprise chain ecology with the government as the leader and the head enterprises as the main body,promote the value chain with the diversified integration of culture,tourism and business as the goal,boost the optimization of the supply and demand chain with the strategy of elements integration to meet customer demand,create a new advantage in the layout of the space chain with institutional mechanism innovation as a breakthrough,and use the blockchain to empower the cultural tourism industry as an opportunity to help the upgrading of the technology chain.
