摘　　要：党的十八大以来,习近平总书记围绕构建强大的公共卫生体系发表了一系列讲话。这些讲话对于我国公共卫生体系建设、国际公共卫生合作具有重要的指导意义。其核心要义可以概括为:以“人民至上”为核心价值导向、以构筑人民防线为重要依托、以依法治理为根本遵循、以构建人类卫生健康共同体为目标追求。这些重要论述充分体现了在人类卫生事业发展中的中国智慧,彰显了中国担当。Since the 18 th CPC National Congress,General Secretary Xi Jinping has made a series of speeches on building a strong public health system.These remarks have important guiding significance for the construction of China’s public health system and international public health cooperation.Its core meaning can be summarized as follows:"People first"as the core value orientation,to build the people’s defense line as the important basis,to govern according to law as the fundamental follow,to build human health community as the goal pursuit.These important statements fully demonstrate China’s wisdom and responsibility in the development of human health.
