突发公共卫生事件预警信息传递制度优化策略——基于整体性治理理论

摘　　要：从突发公共卫生事件的应急响应过程来看,最重要的是快速地识别出预警信息,并将之有效地传递。将整体性治理理论运用于对突发公共卫生事件预警信息传递制度的研究,从法制、体制、机制3个维度剖析突发公共卫生事件预警信息传递面临的问题与挑战。由分析得出以下策略:通过调整现有法律法规、制定新的法律法规等方式改进突发公共卫生事件预警信息传递的法律制度;通过增强预警信息决策机构的独立性、减少预警信息上报的层级等方式调整突发公共卫生事件预警信息传递的体制;从预警信息的识别、认定和传递效果评估改进等方面优化突发公共卫生事件预警信息传递的机制。In response to public health emergencies,the most important thing is to identify the early warning information quickly and transmit it effectively.This paper applies the theory of holistic governance to the research of early warning information transmission system of public health emergencies,and analyzes the problems and challenges faced by information transmission of early warning of public health emergencies from three dimensions:rules by law,system and mechanism.It is concluded that the system of information transmission of public health emergency warning should be improved by adjusting the existing laws and regulations and formulating new ones.The system of the early warning information transmission of public health emergencies should be adjusted by strengthening the independence of its decision-making body and reducing its level of reporting.Its mechanism should be optimized from the aspects of its recognition,identification,and improvement of its transmission effect evaluation.
