摘　　要：坚持与完善中国特色社会主义制度是一项长期且重大的现实课题,社会治理体系与治理能力的现代化则是此项课题的重要内容。现代社会的开放性、流动性、多变性等特点,在某种程度上增加了社会治理共同体运行的风险,同时也加大了社会治理的难度。及时发现风险并构建完善的处置机制、正确处理好人的主体性与技术的相对中立性之间的关系、抓住风险中的主要矛盾即重要阶段中的问题并作出相应的应对策略、检视效度检验中的“空缺”并加以合理重构,是应对与化解风险的关键环节与重要途径,更是推进社会治理体系与治理能力现代化、坚持与完善中国特色社会主义制度的重要方面。Adhering to and improving the socialist system with Chinese characteristics is a long-term and important practical issue,and the modernization of social governance system and governance capacity is an important part of this issue.The characteristics of modern society,such as openness,mobility and variability,have increased the risk of the operation of the social governance community to some extent,and also increased the difficulty of social governance.Instead,it is necessary to timely identify risks and build a sound disposal mechanism,correctly handle the relationship between the subjectivity of good people and the relative neutrality of technology,grasp the main contradiction in risks,that is,the problems in important stages,and make corresponding countermeasures.Examining the“vacancy”in the validity test and reconstructing it reasonably is the key link and important way to deal with and resolve these risks,and it is also an important aspect to promote the modernization of social governance system and governance ability,and to adhere to and improve the socialist system with Chinese characteristics.
