社会动员视域下网格“三长制”及其平战结合

摘　　要：不确定性时代,社会治理的“常态”与“非常态”及两者的结合转换突显为社会科学研究的前沿命题。在突发公共事件的影响下,“政府—市场—社会”的三角协动机制陷入“非常态”,对国家治理效能特别是应急管理能力的底色与成色提出了空前挑战。依靠充分释放“社会动员”势能而建构的“三长制”,通过治理重心下移,激活了居民群众主体性,补足了基层抗击疫情的志愿力量,破解了非常态时期的治理服务限制,其实质是社会动员与网格化管理嵌适过程中所生发的“新公共性”构造。伴随疫情发展和防控压力的变化,“三长制”的运转历经了明显的起伏波动式演化,特别是伴随基层治理回归常态、社会动员力减弱,“三长制”呈现出一定程度的“失灵”或“展示化”状态。对此,我们应以疫情防控的艰苦实践为契机,存续与深化居民志愿者赋能基层治理的机制,并根据社会危机生成发展的演变规律,对应急管理方略作出阶段性的调整,做到张弛有度、平战结合,建立风险社会中经济社会生活正常进行、不能停摆的机制,此乃高效统筹应急管理和经济社会发展的题中之义。In the era of uncertainty,the“normal”and“abnormal”of social governance and the combination and transformation of them have become the forefront of social science research.Under the influence of public emergencies,the coordination mechanism of“Government Market Society”has fallen into an“abnormal state”,posing an unprecedented challenge to the national governance efficiency,especially the quality of emergency management capability.The“Three leaders System”built by fully releasing the potential energy of“social mobilization”has activated the subjectivity of the residents,supplemented the voluntary force of the grass roots units to fight the epidemic,and broken the restrictions of governance services in the abnormal period.Its essence is the“new public”structure generated in the process of social mobilization and grid management.With the change and development of the epidemic prevention,the operation of“Three leaders System”has undergone obvious ups and downs.In particular,with the return of grass roots governance to normal and the weakening of social mobilization,the“Three leaders System”has shown a certain degree of“failure”or“display”.In this regard,we should take the hard practice of epidemic prevention and control as an opportunity to maintain and deepen the mechanism of grassroots governance enabled by resident volunteers.According to the evolution law of the generation and development of social crisis,the emergency management strategy should be adjusted in stages,so as to combine peacetime and wartime,and establish a mechanism for normal economic and social life in a risk society.This is the essence of efficient coordination of emergency management and economic and social development.
