主观路径下的协管员组织合法性水平及其来源——兼论对协管员改革方向的思考

摘　　要：组织合法性有助于组织本身的持久发展,也有利于组织绩效的达成。利用相关法规数据及对A市协管员及公众认知调查的研究发现,协管员虽广被采用,但公众对其整体合法性(存在必要性)的认同还在形成过程中:在认知合法性维度,协管员较高的服务可及性和系统性,是其有别于政府和志愿者、形成其职业区分度的重要因素;在道德合法性维度,协管员工作辛苦、收入不高的特征符合社会对于政府角色的期待;在工具合法性维度,协管员为公众带来的安全感而非便捷度则成为影响公众评价的显著因素。为此,协管员改革应正视协管员在公共部门人力资源中的角色,在稳定财政成本的前提下,着重从服务可及性与系统性、增进民众安全感等方面打造协管员的组织特征,不断强化其合法性基础,使其在公共管理及公共服务中发挥更大作用。Organizational legitimacy is conducive to the sustainable development of the organization itself,and it is also conducive to the achievement of organizational performance.Using the data of relevant laws and regulations and surveys of the administrative assistants and public cognition to them in City A,it is found that although the system of the administrative assistant has been widely adopted,the public cognition of its overall legitimacy(the necessity of its existence)is still in the process of forming.In the dimension of cognitive legitimacy,the high accessibility and systematization of administrative assistants’service make their professional distinction different from the government and volunteers;as to moral legitimacy,their hard work and low income are in line with social expectations for the role of the government;on instrumental legitimacy,the sense of security brought by the administrative assistants rather than convenience becomes a significant factor affecting the evaluation of the public.Therefore,the reform of the administrative assistant system should attach importance to the role of administrative assistants in the human resources of the public sector,and under the premise of stabilizing financial costs,focus on building the organizational characteristics of those administrative assistants by improving the accessibility and systematization of its public service and enhancing social security,thus to constantly consolidate the legitimacy,and make it to play a greater role in public management and public service.
