河北省装备制造业竞争力现状与提升路径

摘　　要：装备制造业是国之重器,也是一个地区工业实力的重要标志。分析“十三五”期间河北省装备制造业的总体发展情况,从行业规模和行业集中度2个角度评估了河北省装备制造业在全国的地位,运用DEA-CCR模型对装备制造业各细分行业运行效率进行了全国对比,运用DEA-Malmquist指数模型对5年中河北省装备制造业各细分行业的全要素生产率变化进行了测算。研究表明,“十三五”期间河北省装备制造业增速快于全省工业平均增速,但增长波动大、利润率偏低、各细分行业发展不平衡,总体规模和行业集中度在全国均不突出,运行效率更是落后于多数东中部省区市。5年中,尽管专用设备制造业、电气机械制造业、仪器仪表制造业和汽车制造业4个细分行业技术进步贡献相对明显,金属制品业、电气机械制造业以及仪器仪表制造业3个细分行业技术效率相对突出,但是总体而言,河北省装备制造业全要素生产率增长缓慢。针对存在的质量和效率问题,从提升河北省装备制造业的规模效益、行业运行效率、要素配置效率以及优化行业发展环境等方面提出了若干对策建议。Equipment manufacturing industry is not only an important weapon of our country,but also an important symbol of a region's industrial strength.This paper analyzes the overall development of equipment manufacturing industry in Hebei Province during the“13th Five Year Plan”period,evaluates the status of equipment manufacturing industry in Hebei Province in the whole country from the perspectives of industry scale and industry concentration,uses DEA-CCR model to compare the operation efficiency of each subdivided industry of equipment manufacturing industry with other administrative regions,and uses DEA-Malmquist index model to calculate the change of total factor productivity of each subdivided industry of equipment manufacturing industry in Hebei Province in the past five years.The research shows that during the“13th Five Year Plan”period,the growth rate of equipment manufacturing industry in Hebei Province is faster than the average growth rate of industry in the province,but the growth fluctuates greatly,the profit margin is low,the development of each sub industry is unbalanced,the overall scale and industry concentration are not prominent in the country,and the operation efficiency lags behind many eastern and central provinces and cities.In the past five years,although the technological progress contribution of the four sub industries of special equipment manufacturing,electrical machinery and equipment manufacturing,instrument manufacturing and automobile manufacturing is relatively obvious,and the technical efficiency of the three sub industries of metal products manufacturing,electrical machinery and equipment manufacturing and instrument manufacturing is relatively outstanding,the growth of total factor productivity of equipment manufacturing industry in Hebei Province is slow.In view of the existing quality and efficiency problems,this paper puts forward some countermeasures and suggestions from the aspects of improving the scale efficiency,industry operation efficiency,factor allocation efficien
