长江流域空间划分与管控研究--以湖北长江经济带为例

摘　　要：在生态文明建设背景下,绿色是高质量发展的鲜明底色,长江流域作为中国三大流域之一,是最具代表性的资源集聚地、最重要的生态保护区和最活跃的城镇分布区,更是我国国土空间保护和开发利用的重点地区。文章以湖北长江经济带为研究对象,通过分析沿江空间关键要素,筛选影响流域保护与开发的相关指标,并通过综合评价对流域空间进行分区,制定差异化的管控策略和实施保障机制,探索生态空间、农业空间和城镇空间的协调发展路径,提高岸线资源利用效率,促进流域上下游空间的平衡发展。Green and ecological development has become the backdrop for high quality development.As one of the three major river basins in China,the Yangtze River basin is a typical representative of diverse resources,ecological preservation,and active economic belt with cities and towns,and it is also a major zone of territorial space preservation and utilization.With the Yangtze economic belt in Hubei province as an example,the paper studies critical spatial elements along the Yangtze river,selects parameters that influence the preservation and development of the river basin,divides the river space into different zones based on a comprehensive evaluation,makes governance strategies and implementation insurance mechanism,explores the coordinated development path for ecological,agricultural,and town spaces,improves the utilization of waterfront resources,and promotes balanced development of upper and lower streams.
