摘　　要：农产品批发市场地区城市更新的实施逻辑是结合市场转型升级的路径和阶段,适时调整地区空间布局、空间供给和管控措施,促成市场转型升级与城市发展减量提质“相向而行”。文章以北京新发地地区为例,从空间蓝图、空间产权、空间管控、空间政策四个方面分析当前我国农产品批发市场空间治理问题及其对地区持续更新行动形成的挑战。同时,以促进多元要素集聚、打造对外展示平台为更新目标,从融入区域格局和缝合板块边界两个层面明确更新路径,构建了“单元控规+动态更新规划+城市设计”的更新管控体系以及创新利益分配机制和立体分层出让的更新保障机制,促进了新发地地区的整体更新。The renewal of agriproduct wholesale market area shall be based on the path and stage of market transformation,adjust the spatial layout,space provision,and space governance,and promote the integration of market upgrading and quality urban development.With Xinfadi agriproduct wholesale market area as an example,the paper analyzes the spatial governance problems of agriproduct wholesale market and the sustained renewal challenges of market area from four space issues:blueprint,property,governance,policy.To promote the aggregation of multiple elements and build an exhibition platform,the paper proposes two renewal paths of regional integration and sewing the edges of blocks,builds an urban renewal governance system by unit regulatory plan,dynamic renewal plan,and urban design,and an insurance mechanism with benefit sharing and vertical property transferring.It will promote the general renewal of Xinfadi agriproduct wholesale market area.
